Job Title: Head of Rollout Program Management Employment: Full time Start Date: 09/14/2026 Country: Germany, Düsseldorf - Onsite Salary range: 120-160k EUR/annum Contact: Bojan Ulemek on: +49 (0) 89 23 88 98 671 About the Role Our client is seeking a highly motivated and experienced leader to head a team of Rollout Program Managers responsible for managing multiple sub-programs within the end-to-end implementation of a large-scale Telecom Cell Site Rollout Infrastructure Program for their end customer. The Head of Rollout Program Management will have overall responsibility for the operational delivery and performance of the rollout programs, ensuring that agreed targets, priorities, milestones and customer expectations are effectively translated into execution. The role requires strong leadership, customer management and cross-functional coordination skills, with the ability to operate effectively in a highly dynamic and demanding telecom rollout environment. The successful candidate will work closely with key stakeholders, setting priorities for the Program Management team, driving execution and ensuring that the client continuously delivers value to the customer. Key Responsibilities Customer & Stakeholder Management Act as a senior operational interface towards key customer stakeholders. Align regularly with the customer on priorities, focus areas, rollout targets and expectations. Establish strong and trusted relationships with relevant customer and internal stakeholders. Ensure transparency regarding rollout performance, challenges, dependencies and recovery actions. Manage operational escalations and drive alignment towards resolution. Team Leadership & Coordination Lead, coordinate and develop the team of Rollout Program Managers. Set clear expectations, responsibilities and priorities for the team. Assign ownership of programs, workstreams and strategic activities to the respective Program Managers. Ensure consistent execution standards and ways of working across the different rollout programs. Provide guidance and management support in the resolution of complex delivery issues. Promote accountability and a strong execution-oriented culture within the team. End-to-End Rollout Management Take overall responsibility for the operational performance of the different rollout programs. Define program scope, objectives, priorities and deliverables in collaboration with internal and external stakeholders. Track rollout plans, timelines, milestones and delivery commitments. Monitor progress against agreed rollout targets and identify deviations at an early stage. Ensure appropriate recovery and corrective action plans are established where performance deviates from target. Maintain management focus on the critical activities and dependencies affecting rollout delivery. Cross-Functional Coordination Ensure effective coordination between all functions contributing to rollout execution, including Engineering, Site Acquisition, Construction, Integration, Supply Chain, Logistics, Operations and other relevant teams. Identify cross-functional dependencies and ensure that appropriate owners and actions are established. Drive resolution of bottlenecks affecting multiple rollout workstreams. Ensure that priorities agreed at program level are consistently understood and executed across the organisation. Performance & KPI Management Define and monitor the key operational KPIs required to manage rollout performance. Ensure appropriate dashboards, analysis and reporting are established and maintained, supported by the Data Analytics team. Analyse performance trends and identify systemic issues impacting delivery. Use data-driven analysis to support prioritisation, decision-making and recovery activities. Drive improvement actions where performance is below agreed expectations. Risk, Issue & Escalation Management Identify major operational risks and issues that may impact rollout delivery. Ensure appropriate owners, mitigation measures and recovery plans are established. Track critical risks and issues through to resolution. Escalate significant delivery blockers when resolution cannot be achieved at operational level. Support senior management in resolving complex cross-functional or customer-related issues. Resource & Capacity Management Assess whether the Program Management organisation and supporting teams have sufficient capacity to meet rollout requirements. Identify resource or capability gaps that may impact delivery. Coordinate with management and functional leaders to address capacity constraints. Support prioritisation of resources according to business and customer priorities. Continuous Improvement Identify opportunities to improve rollout processes, governance and ways of working. Promote standardisation and best practices across the different rollout programs. Use lessons learned and performance analysis to improve delivery effectiveness. Drive simplification and automation of reporting and management processes where appropriate. Management Reporting Provide regular and structured updates to senior stakeholders regarding rollout status, performance, major risks, issues and required management decisions. Ensure reporting is accurate, consistent and focused on the information required for management decision-making. Ensure relevant program documentation, action logs, risk logs and management records are properly maintained. Experience/Qualifications: Education Bachelor's degree in Engineering, Information Technology, Telecommunications, Computer Science or a related field. PMP, PRINCE2 or comparable Program/Project Management certification is considered an advantage. Experience Minimum 10+ years of experience in ICT/Telecommunications, with significant experience managing large-scale network rollout or infrastructure programs. Demonstrated experience leading Program Managers or senior Project Managers in complex delivery environments. Strong experience in end-to-end telecom rollout management. Experience working directly with mobile network operators or major telecom infrastructure organisations is strongly preferred. Previous experience in the German telecommunications market is highly desirable. Telecom & Technical Knowledge Strong understanding of telecom network rollout processes and infrastructure. Good understanding of RAN and mobile network deployment.
